You just hit the nail on the head. It is commonly translated as 'middle schooler's syndrome' or 'eighth grader's syndrome' probably to miantain generality, 'cause i dont think it is confined to 12-yr olds. You got it right count, although saying that we're 12 yr olds even mentally deprives us of voting rights in our own minds.

It's I believe supposed to be Juu-Nii representing the fact that it means 12. Thus, Chuuni = twelve (year old). Byou = Sickness. After this, I believe that none of us fit that category except we are mentally twelve years old.
