The Body however is still subject to the Archduke and Emperor of Russia, both men reserve the right to dissolve it. The Body shall consist of 200 members and be held in Helsingfors.

The Archduke of St. Petersburg has declared that all National and Religious Holidays are to be declared work free days, mandatory labour and work is strictly forbidden on those days. In addition all workers/farmers are encouraged to practice going to church on Sunday.

The Russian Empire was a Absolutist State, so there was no structure of an Executive Power, the men responsible for the various issues of the Russian State were generally called Counselors or Ministers. The Councilors comprised the "Council of State," members of the Council of State could accumulate various functions, some were appointed only to deal with momentary matters, and others were assigned to exclusive duties. All according to the will of the Monarch.

Varis Tyrell, the new Duke of Kazan, has recently taken over the Duchy of Kazan after the death of his late father. His Grace will be taking a nation wide tour of the whole Russian Empire in order to get familiar with the current geographical and political climate, if he is to lead and serve the empire effectively as his father has. During the tour, he will make stops at each major territory to meet with the Nobles and officials of the Empire, including His Imperial Majesty himself. Before that, His Grace will be inspecting the state of his own Duchy, and reports will be issued.
