Equalizer - I can't find a way to describe why this is without sounding dumb.
Backstabbing (and by exstension, cloaking) - You may notice that no where on this list is taunt kills. The difference is that tauntkills take a while to actually strike, giving the oppenents time to dodge, and if they die, that's thier own fault. Backstabs, on the other hand, require only a cloak and ample access to backsides to work. Coupled with items such as the dead ringer, this can be seen as unfair.
Scoping (and by circumstance, the Machina) - For the same reason backstabs are banned, the headshot is a one hit kill. Not really fair, I'm certain you'll agree. While most sniper rifles can be shot while unscoped, the Machina requires scoping to even fire. Hence why, by circumstance, it is banned.
