No. Terminated accounts have red writing that the profile has not been setup. Although the numbers are the same, community banned members are missing this text.

I don't think Steam can legally "terminate" an account. A community ban does not prevent you from playing your games, as it should not.

Actually I check a lot of them. Many of them already have the community badge including the forum task completed so it's definitely trolling.
