Steam hiding drive space in uninstalled game folders
I noticed some rogue gigabytes missing from my C drive and checked it out with TreeSize, a free file management utility that shows the folders and files on your system by drive space, and noticed there was a good chunk of about 200gb of space in just a few Steam common folders in games that I had already uninstalled.

It turns out that when you uninstall a game on Steam, it doesn't uninstall mods or extra game data. This leftover data won't show up in Windows add/remove programs either. I don't know if everyone is aware of this but it was a revelation for me.

Yup, that's why I delete the game folder after I uninstalled the game. Plus no need to keep stuff that you already deleted since most stuff is saved via cloud and other games have hard back up save files you can save.

This is the preferred behaviour though. An uninstall should not delete created data, only what it has installed and patched itself. This is often why there are left overs when you uninstall something.

The decision to delete or not delete user data should only be down to the user, although a decent uninstaller should make you aware of the remaining data.

Yeah, it's a combination of Windows not reporting program sizes correctly either.

Steam should have an optional uninstall+remove all data.

I concurr, this usually is for temp-files like preferances and cookies, therefor not limited to the Program Files directory, there're even more undeleted files than that.
But on top of that, for modded games there can be 3rd party mod managers taking up space: i currently have the old Nexus Mod Manager (most clear as to what files are overwritten by other mods) Vortex (most user friendly), and MO2 (overall the most elaborate).

Revo Uninstaller is good at finding files besides the ones that are addressed by a given regular uninstaler. Beware, Revo and the likes are no tools for Ppl who don't know how to be careful with their OS.
