I've been wondering why VAC ban threads/forum exist in the first place.
Because 99% of it is either "I was wrongly banned, I didn't cheat" or "you deserved your ban, good riddance".
As for the story in your link, it is still just a story. A good scammer will use a story that is believable enough to get what they want. This is why there is no way to directly talk to anyone that has access to the banning system. It help to keep sob stories from being effective at getting bans removed, thus rendering the ban system useless.
^ Indeed.Just because the forum is misused does not mean it shouldnt be there. But people are people (stupid :P) so those "no reason/unban plox" posts keep being made. While not its purpose, VAC discussions serves as a trash can for those sort of posts.
Lag wont cause a VAC ban, or a false detection. The chances that random data loss or corruption leads to a situation that looks like a cheat is in use is not possible. And internet these days is much much better then it has been in the past, there should be a constant flow of these kinds of bans.
There is never a reason to assume a VAC banned account is falsely banned. Wait for the VAC ban to be removed, as it will be, if its a false positive.
The account holder may not be a cheater, but with a VAC ban on the account, there is no proof the account was not used to cheat.
If VAC would ban for a "ping switch hack" then it would be banning based on detection of a tool that does this, not on the end result (lag).
