As shown here (click this before it gets more tags), a game can only start with Steam's generic tags.

This is still a little-known game, and what tags does it have? Not 2D, not Platformer, which would be the most logical things, nor Tower Defense, which is what it's riffing on. It just has literally its two "Genre" field tags: Action and Indie. That's it.

This is proof of what games start with; they don't start with user tags.

Which begs the question. Why do games like this have "free to play" in the genre field when clearly not free.
