What information would you expect to find if the profile is completely private?
If a profile is private then you probably won't be able to find very much information about it on SteamRep. Additionally, even for public profiles, SteamRep is often slow to update as well, particularly bans on a user's friend's list.

I wouldn't really waste any time investigating this guy's profile. I see he posted in the VAC forums complaining about how his main account got banned because he just tried out some skin cheat on his smurf and he's asking for the ban to be removed from his main account.
His story is completely irrelevant. He admitted to cheating, so the ban on both accounts is valid. It can't be appealed.
Point him to the VAC information thread.

Is this the completly private profile? I see it as publicly viewable, also on STEAM rep.
Yeah you see loads of friends that are "Unknown Profile" - Once you click them, they show up and update.

Heh, I didn't see it as an advertisement. It's a link to a thread on the Steam forums anyway. I think it was pretty clear from your original post that it was a pretty obvious scam.
My thoughts:
A scammer only needs to scam one person to fund hundreds of more scams. For every scammer that gets banned, a hundred more will take their place. SteamRep is a good resource for after-the-fact but just because someone has a "clean" SteamRep profile means nothing except they haven't been reported or banned on SteamRep.
If someone is promising you (or whoever) items outside of a Steam trade window or mutli-part trades or anything like that, it's at your own risk.
This is the notification everyone gets if you offer someone an item with nothing in return on Steam.
"*username* has not offered any items in the trade. When this trade is completed, you will not receive anything. If *username* has promised you Steam Wallet funds, CD-Keys, or other items outside the trade window, they may be attempting to scam you.
Please confirm that you are giving your items away, and expect nothing in return."
I think that's pretty self-explanatory and this also applies to anyone trading through a third-party website or being promised anything outside of a Steam trading window.
