【BUG Report】Critical Issues with Steam Recording on AMD RX 9070 XT: HEVC Encoding Drops Frames on Kills, AVC Encoding Has Wrong Ultrawide Resolution

Hello, I would like to report a critical issue with the built-in Steam Recording feature that occurs with the AMD RX 9070 XT graphics card.

I am experiencing two related faults:

Performance Issue with HEVC (H.265) Encoding:

When Hardware Encoding is enabled with the HEVC (H.265) codec selected, recorded videos from Counter-Strike 2 (CS2) suffer from severe frame drops (stuttering) during moments of high motion (e.g., AWP scoping in/out, fast flicks, explosion scenes). This renders kill clips completely unusable.

I have tried lowering the recording quality from "Ultra" to "Medium," but the issue persists without any improvement. This suggests the problem is not merely a performance overhead but likely a codec compatibility or optimization issue.

Resolution Issue with AVC (H.264) Encoding:

When switching to the AVC (H.264) codec to avoid the above problem, the recording feature fails to correctly capture my native ultrawide resolution.

My monitor's native resolution is 2560 x 1080 (21:9), but Steam Recording outputs video at an incorrect 1080 x 810 (or other non-standard) resolution. I have tried adjusting all available settings (including "Max Video Height") but cannot get it to record in the correct 21:9 aspect ratio.

My System Environment:

GPU: AMD Radeon RX 9070 XT

Driver: AMD Adrenalin Latest Version

OS: Windows 10 64-bit

Game: Counter-Strike 2

Reproducibility: The issue can be consistently reproduced by any rapid camera movement or scoping action in CS2.

I hope the Valve team can investigate and fix these compatibility issues between the Steam Recording feature and AMD's new graphics architecture. These two bugs make the recording feature almost unusable for CS2 players.
