Turns out my Audio Device was set to 16bit 44.1Khz and Steam Recording does NOT get along with that setting. I moved it to 24bit 192khz and its completely fixed now. I'm pretty sure 48000 will also fix it but i just cranked it as a test initially.

From the future, thank you for this solution. Same issue here, couldn't find anyone else talking about it, and this fixed it
48000 works too
Here is my tip: if you don't have that option on your device you can download an application called Voice Meeter Banana, it's free and has many useful functions, one of them being able to change your settings to 24bit 48kHz
