When selecting a game in your library, under the "Activity" section where you can see news entries from the game dev, hovering the entry and clicking the discussion button (speech bubble icon) doesn't bring up or bring you to the discussion page for that news post. Clicking the "thumbs up" button next to it does do something (sending a thumbs up and playing an animation). If you click on the news entry itself and then click on the discussion button it will bring you to the discussion page correctly, but just hovering the entry on the library page of a game and clicking the speech bubble icon does not.
