ISSUE
Personalised controller configurations occasionally reset to the default controller configurations in Steam.

STEPS
Select a game in Steam.
Select controller configuration.
Remap a button (e.g. map Xbox controller back paddle P1 to the B button).
Save configuration.
Reset the Steam Deck and switch between Steam online and offline mode.
Check the game's controller configuration which was recently changed.
Not sure if applicable, but of note, Steam Cloud is disabled globally throughout the process.

RESULTS
After some time, the default controller configuration is reloaded; the personalised button mapping was overwritten by the default configuration (e.g. P1 is no longer mapped to the B button).
In order to restore the personalised mapping, a user must select controller configuration, select the default layout, go to the 'Your Layouts' tab, select the personalised layout previously saved, then click X to reapply the personalised layout.

EXPECTED
The controller's personalised layout should persist as the default layout for the assigned game. The personalised layout should not be reset to the default layout without the user explicitly switching it back to the default.
