Steam Client is trying to connect to Steam Workshop in the offline mode
ISSUE
When you try to play a game in the offline mode, it sometimes try to connect to the Steam Workshop (which will fail), not allowing you to play the game until you switch to the online mode again.

OS
Windows 11

STEPS
Launch Steam Client in online mode
Disconnect from the internet before it manages to fully update all games
Switch to the offline mode
Try to run a game that wasn't updated yet, but the update didn't even start (it is not even in the queue)

EXPECTED
Any game should run in the offline mode if it's not being in middle of installing an update.
I can see that another game has 34% update installed, so this game obviously cannot be played, but the other should run normally untill the update actually starts.

By the way, after connecting to the internet again and finished all updates, the game I wanted to play didn't even have any updates, be it the main game or the Steam Workshop. Steam Client is trying to connect to it for no reason, because I am in offline mode probably because there is no internet connection I can immediately use, so any updates needs to wait.
