ISSUE No.1
After restarting computer, I couldn't launch Steam Clieant, because update required to be connected to the internet, but I wasn't.

OS

STEPS
Do not have the last update of your Steam Client
Disconnect from the internet (or have no connection at all at the place)
Launch Steam Client and an error appears during updating

EXPECTED
Steam Client should realize there is no connection to the internernet and skip the update allowing you to go offline.

ISSUE No.2
Even updated Steam Clieant won't allow me to start itself in offline mode.

STEPS
Log into Steam Client in online mode (to download the games), but do NOT allow the "Remember me" option
Close Steam Client (fully)
Disconnect from the internet
Launch Steam Client
Log into Steam Client, but do NOT allow the "Remember me" option
The password is recognized, but Steam Client realizes you are not connected to the internet giving you option to launch Steam in the offline mode
Try to click on the offline mode option

EXPECTED
Steam Client should launch itself in the offline mode, but it does nothing instead (probably because it is trying to use the "remembered" login details, that were set not to be remembered).

A bit of context...

This isn't the first time I have encountered this bug,

I am a paying customer and I am VERY displeased with this, because I can't play my games, when I am not connected to the internet (for example in some trains, durung power outage or when I am spending time in my working quarters in a remoted area).

Last time it took you more than a year to solve it, despite reporting, but after only a few months you managed to create this bug AGAIN.

Since I have some experiences with programming myself, so the sole fact you were able to recreate the bug blows my mind: I see no reason to touch this part of code when you have finally solve it.

If you could maybe answer me explaining how this could happen, I would feel much better, so please do.
