Collection filters: Dropdowns show placeholder entries (Gamepads / Steam Deck dropdowns)
ISSUE
The "Gamepads" option listed at first place in the "Gamepads" dropdown is a superfluous placeholder.
It gets replaced by the contextual "None" option (clear filter) when a gamepad filter has been selected, so it should not be shown.

Similarly, the "All Games" option in the "Steam Deck" dropdown overwrites the label of the dropdown, even though it simply clears the current "Steam Deck" filter.
As such, it should only appear if a filter has been selected; as a contextual option (like the "None" option in the "Gamepad" dropdown).

OS
Windows 10

STEPS
- Create a dynamic collection.
- Open the collection filter settings for that collection
- Observe the entries of the "Gamepads" and "Steam Deck" dropdowns
- Notice the two unnecessary entries

RESULTS
A nonfunctional "Gamepads" entry shows up as the first entry for the "Gamepads" dropdown.
The "All Games" entry appears by default as the last entry for the "Steam Deck" dropdown.

EXPECTED
The "Gamepads" entry does not appear at all, because the contextual "None" entry already appears after another filter has been selected. (the "None" entry clears the selected filter)
The "All Games" entry only appears contextually after another filter has been selected from the "Steam Deck" dropdown (it clears the selected filter, just like the "None" option).

This issue also affects the dropdowns in the Advanced Filtering Options Panel in the Library (same dropdown controls).
