Steam Overlay Multi-Monitor Focus Loss Bug
Summary:
When using a dual-monitor setup and clicking outside the game window while the Steam overlay (Shift+Tab) is open, part of the overlay UI closes while other parts remain stuck, leaving the overlay in a broken state.

Steps to Reproduce

Run a game in full-screen or borderless windowed mode via Steam.

Press Shift + Tab to open the Steam overlay.

Click anywhere outside the game window (on the second monitor).

Return focus to the game (e.g., click the game or press Alt+Tab back).

Observe that some overlay panels have closed while others remain visible/unresponsive.

Expected Behavior

The overlay should either fully close when focus is lost or fully remain intact—never a half-open, broken state.

Actual Behavior

Some UI panels close while others stay open, resulting in a “zombie” overlay that partially blocks input, often requiring manual reset (Shift+Tab twice or terminating GameOverlayUI.exe).

System Information

Operating System: Windows 10/11 (please specify exact version)

GPU: (e.g., NVIDIA RTX 3080, driver version X.XX)

Display Setup: Dual-monitor (include resolutions & which is primary)

Game Mode: Exclusive Fullscreen / Borderless Windowed

Steam Client: Stable or Beta (Steam > Help > About Steam)

Overlay Shortcut: Shift+Tab (default, or custom if changed)

Additional Details

Occurs consistently across multiple games.

Only reproducible when clicking outside on the second monitor.

Manually killing GameOverlayUI.exe or toggling overlay fixes it temporarily.

Why This Matters

This bug disrupts usability, especially when multitasking across monitors. A fix would greatly improve the Steam overlay experience for dual-monitor users.
