Overlay widgets hiding behind things by default
I just wanted to put this out there because it's been bothering me for quite a time now. It was working again right for maybe a week a while ago, but now, back to being goofy as it has been for months.

So whenever I open my overlay, I often have chat windows open already (I use the classic separate window style, not the combined discord style one.) When I do this the actual list of people, is hiding behind that window in the center of the screen. Not only this is just not a good place for it to be, but I then have to completely move the chat window to get to the list, or go to the bottom and toggle the user list on and off so it gets to the top.

This is just annoying, and it didn't used to be this way. I had thought it put the user list more to the right side of the screen, or maybe it was my location it saved, who knows. It used to save the layout though, and it never seems to do it now.

So if I just want to see what someone is playing by opening and closing the overlay real quick, it goes from being two quick presses to open and close the overlay to look, to, open it, fiddle with crap to get the list back to front, then look, then close. What can I say, it's just a real flow breaker and I'd like to see it be smooth and polished like it used to be.

Not sure why this isn't saving the layout anymore after games are restarted, is this doing it to everyone else now too? I could understand if you changed game resolutions, or monitors available or anything like that a lot. But I don't, I have 2 monitors, one is 1080, one is between 720 and 1080p, they never change, my game resolutions are always 1080 as well, so I don't really see any reason it should be resetting now unless it's doing this to everybody now, which, in any case, it should be put back to the old behavior if there hasn't been a hardware change or something.

If people ever have issues with the overlay windows getting off screen and need them reset and that's why this keeps snapping back, you could put an emergency reset button in the settings or something perhaps. In any case I'd really like to see this actually keep window locations properly again it's kind of annoying.

Actually, you can just hover your mouse over any active icon in the bottom bar and that window will be brought to the foreground. You don't need to toggle the "Friends" window off and on with two clicks.

But I agree, the Friend list & chat windows (every overlay window, really) should remember their position on the overlay.

I remember that the same issue existed with "Recordings & Screenshots", until I made a bugreport on here and Valve fixed it some time ago.

Also, you could try to delete the overlay data to reset the windows, and see if it then saves the window positions after you customize them and restart the game again.

You can find the setting in the properties (it's per game):
Right-click > Properties > Privacy > In-Game Overlay Data > Delete

OK, I just tested this on my computer.

The per-game overlay data mentioned above only saves which windows and browser tabs are open.

The last used position of the overlay windows is saved globally and always persists across games.

No clue where exactly that data is stored though.

So yeah, for me the "Friend List" remembers its position without issues.

Yeah, I'm not sure what triggers the condition. Because I know ever since they went to this newer desktop overlay, it originally was saving things ok, then it stopped for a while, then it worked again, then it stopped.... for a very long time. Then I actually had it fine a week or two ago for a few days then it snapped back to forgetting it on every game launch now.

I don't get it. Something is amiss there.

OK, you could try this:

Deleting the browser cache also resets the overlay widgets to their default position.
Then you can arrange them again and see if the issue happens again.

Clear the browser cache of the Steam Client:
Settings > In Game > Delete Web Browser Data

EDIT: Don't forget to restart Steam afterwards.
