Performance overlay reporting VRAM incorrectly.

Steam performance monitoring on my PC is showing VRAM exactly 1.0GB higher than in the game bar performance overlay. I have also confirmed this with HWiNFO.

It said I was using 12.3/11.7 GB and was in red. I was not getting any stuttering so this prompted me to check game bar and HWiNFO and both said I was only using 11.3/11.7 GB.
