Steam keeps pausing download

For some odd reason, Steam consistently just stops my download for some reason I can’t yet fathom. I don’t think it’s an internet issue because I can download entire games on other platforms, no interruptions. But on Steam, if I begin downloading something, it’s a toss-up on if I get 4 minutes of uninterrupted download or 28 minute uninterrupted download before it stops and I have to restart Steam entirely from the tray. Even just pausing and playing the download itself doesn’t make the download start again. I have to close and start Steam up again every single time. So I can’t even just let a game download overnight now. If I try downloading a game overnight, I’ll wake up the next morning to see that Steam has only downloaded like 8% and then just stopped. I have to actually monitor the download myself to make sure that Steam is downloading my game or update patch or whatever else. Again, I don’t suffer this problem on any other platform. Everywhere else, I get a consistent download that finishes all the way through with no interruptions.

I’ve already tried clearing download caches and trying to download a game through a different Windows user account on the same pc. No dice.
