PlayStation Dualsense Controller Configuration Does Not Apply LED Settings Correctly
ISSUE:

Steam does not correctly apply the LED settings for the Playstation 5 Dualsense Controller, LED settings do not apply unless some other option is toggled. Additionally, the settings do not persist between sessions.

SYSTEM:

Windows 11
Tested with two genuine Playstation 5 Dualsense controllers
All controller settings in Steam are set to default

REPRO:

Connect the Dualsense controller to bluetooth, go into Steam Settings -> Controller -> Calibration & Advanced Settings -> LED Settings. Adjust the configuration, note that no changes get applied to the controller. Now adjust some other setting, such as toggling Rumble on and off from the Output menu. Usually the color setting is applied now, although sometimes it can take several tries for this to work.

Turn off the controller by holding the playstation button, turn the controller back on. The "stock" blue LED light is now set, and Steam will not reconfigure unless you go back through the menus and re-toggle some other setting again.

RESULT:

I have tested this with two different Playstation Dualsense controllers and have seen the same behavior with both. It seems like Steam is missing a trigger to call the code that applies these configurations.

EXPECTATION:

Expected results here are that when the LED settings are configured in the advanced settings that they would immediately apply to the controller without additional changes to to other settings. I would also expect that when the controller is restarted that Steam is able to re-apply the configuration again.

This used to work as expected, this broke sometime in maybe the last 6-12 months.
