ISSUE
I have my Download Speed limited to 7.5MB/s in the Steam Client, if this is enabled when Verifying Game Files it limits the verifiy speed as well (Disk Usage was stuck at 6.5MB/s).

If you then disable Download Speed Limit, it does the check at full speed for disk usage. It's not currently downloading anything at all (0B/s on Network), so it's limiting the check instead of just the download after the check.

STEPS
Set download limit to 7.5MB/s (or anything I guess?)
Verify Game Files for any game
See expected completion time and Disk Usage
Turn off Download Limit
Then check it again for completion time and disk usage

EXPECTED
Verify Game Files should be going at full speed, but isn't because of Download Limit.
