Eventual UI Corruption to be unable to use.
ISSUE
Core Steam User Interface Turns Black

OS
Windows 10 Pro ( version 21h2, Build 19044.1526)
STEPS

Warning: These are incomplete, but the general effect is that eventually Steam UI will fail and turn into an unusable chrome window due to not updating ui correctly.

  • Start Steam
  • Make sure your on the store front
  • Browse a few store pages. Does not matter.
  • Select "LIBRARY" from the main menu
  • Select "HOME" on library list.
  • Play a few games.
  • Close all games.
  • Leave library up
  • turn off monitors
  • return a few hours later
  • turn on monitors
  • play a few more games.
  • stream a few games remotely
  • close games
  • close steam client ui
  • turn off monitors again
  • turn on monitors
  • repeat above... Eventually steam will corrupt the ui.

RESULTS
The core steam user interface is completely unusable. The following elements cannot be used due to being a black box and rendering nothing...
  • Task bar Notification icon on right side right click menu - This is a black box and does not accept any mouse input. I can click off of the area to close the menu but navigation here is unusable.
  • Steam Library Main Menu - Black box on the top half of the menu.
  • Steam library lower half of window - Cannot see "downloads" due to being literally a black box.
  • Embedded Chromium interface - Works
  • I can get steam to open by double clicking steam task bar notification icon, but steam is not usable.
  • Exiting Steam using Steam UI... cannot be completed due to main UI being a black box.

EXPECTED
To be able to use Steam in the same fashion as when I first turned the computer on.

NOTE:
I have the ability to make a memory dump of steam, and have already done so using windows task manager.

I get this problem too. I have an AMD Radeon 7900 XTX, if that's relevant. The bug seems to be triggered by turning off monitors. I believe it's due to the graphics API losing its device or surfaces and then Steam doesn't know it needs to re-allocate them so nothing gets redrawn.
