If you notice any improvement, then that's great! If you don't, then that's basically expected.
Your computer, sadly, in general is quite a bit too underpowered to run Monster Hunter World properly, so the best bet for improving performance that you have is decreasing the graphical settings of the game and resolution through the in-game settings.
Probably third-party conflict of some kind. Remove the mod by deleting the dxgi.dll file from the game folder again.
If you use Nvdia Shadow Play, the game won't start while you have Special K
