I don't believe just enabling it is enough, if the lack of 8.3 filenames are the issue. Those filenames are created when folders gets created or renamed, so you might have to move the game back and forth, or rename a folder or two, before it works properly.
You can use CMD and this command to see what the current 8.3 filename (if one exists) is for files/folders:

The yellow text is the 8.1 filename and as you can see not all of them have one.
If the lack of 8.3 filenames are your issue, then it's highly likely that either the game itself doesn't have one, or one of the folders above the game folder in the folder structure. So if e.g. your Steam folder resides under D:\Random long folder name\Steam\steamapps\common, then maybe the folder "Random long folder name" might not have one?
Edit: I forgot to mention that files and folders with names shorter than 8 characters (or whatever the limit is) obviously will not have a 8.3 filename, which is what we're seeing in my screenshot.
