Tales of Vesperia - Can't Find Bloom/Blur Options

Does anyone know where the blur and bloom options are for Tales of Vesperia fix? I can't seem to find them within the interface. I only see the Depth of Field and Sharpen Shadows options.

They don't work with the latest patched version of the game, if you rollback the executable to the previous build they will show up.

Im unable to find a skim download, aside form the githhub one that is flie injector branch and master, which both do not seem to include the skim64.exe itself. I really have no idea why its such a hassle googling this tool? Is there a link like the one for the special k github itself out there, or am i just blind and missed it?

Its funny, becasue i already used it years ago, jut now i for some baffling reason i am unable to find it again.
