Highly an addon conflict of another addon.
I'm very sure about that because our base addon nor our other addons modify or affect the source engine flashlight in any way. No extra gmod hooks or functions.
When checking for addon conflicts, always follow our Troubleshooting Guide.
Especially if you think our addons cause the conflict.
I will check it now and give further infos in 10-15 minutes.
Activated addons:

By the way, what do you mean by:
The flashlight isn't a SWEP or weapons that you can pull out.
Are you speaking about a flashlight addon?
If so, send a link. And you should've mention that in the first place.
It's the Customizable Flashlight. The flashlight works when uninstalling SW Base.

Beside the fact that even the original addon was recreated and is also today kinda old (last update FEB 2019), your version uses also very old code.
I checked the lua code, It's old but works very simple. You can think of it that way:
The flashlight SWEP just put a GMod Lamp in your hand.
(Like from the Toolgun Lamp, but even simpler)
It also disable the standard source engine flashlight with one simple line of code.
But that aside, I played over 10 minutes with the activated addons and got no issue with the flashlight addon in combination with our SW Base.
The only issue I found in the flashlight addon is the following:
If you have your flashlight activated in your hand and you start to grab a barrel or any other prop, your flashlight will be activated twice and leave the light on even when you holster it.
This happens in normal gameplay and in VRMod.
That's likely caused by missing some checks in the code of the flashlight SWEP.
Therefore we have to consider that it maybe could happen vice versa. That the flashlight didn't activate twice but will simple be turned off forever.
Even with the fact that the flashlight have that old code in it.
Maybe you should consider to look for a new flashlight addon where the developer is still being take care of it.
