-Make a shortcut of Steam.exe
-Put this in the target:
"C:\Program Files (x86)\Steam\Steam.exe" steam://friends/joinchat/103582791430505452
-Put the shortcut in your Windows Startup folder (it's on the start menu)
-Uncheck 'run steam when windows starts' in Setttings>interface
