Translating from English. Where do you start?
Basically I'm interested in translating to Lithuanian, but I want to translate something myself before advertising group to my fellow countrymens. So here I am have question - Where do you start?

That's wrong though. To use that Lithuanian as a language has to be at steam already, where i as i am looking to make it Lithuanian to steam.

Valve itself decides whether an language seems relevant enough to be added to Steam. Currently the only option is to start a community group and get that group active and big enough for Valve to consider your language as an addition. So far i have found that this group exists already: https://gtm.steamproxy.vip/groups/Lithuanian_Translations

It's pretty dead though , and looks like admins don't care about this as much as they did

You can try to start your own group, at the moment that's pretty much all you can do, i am sorry :/
