I mean, the player count is still not dead, but it is still pathetically less than it deserves.

Because I see this one has literally no players at all. :O
Are servers shut down??

Or is that just some issue because the stats mix with Red Orchestra 2 and something is not working on steamcharts?

The servers arent shut down, and Custom Servers are supported.
Also Tripwire pays little attention to RO2/RS/RS2

My pc does not have a good Graphics Card to support the game on atleast 60FPS on low settings.

Also i have heard the only playerbase left for rising storm is hackers :(

I will still try my best to revive the golden game!
