Vote map change cannot be used five minutes after round start; so people do not abuse this feature. It shouldn't be used to replace surrender votes. After you've played the game for awhile, 49% of people might not want to change map, while the losing team likely would.
Early surrender votes are generally a bad thing within any game of this type. A good example of why it cannot be used within the first eight minutes is minor game events. Losing the primary resource point or a lot of buildings doesn't mean a game cannot be turned around.
If people always surrendered, we wouldn't get very many good games in.
What do you think about reducing this to six minutes if teams are imbalanced? :)
The team/warmup balancer requires atleast eight players to be on teams, inorder to work properly. This is why it does not automatically enable until such time. It could do more harm than good.

2) i think players could decide by themselves when to surrender
obviously, forbidden surrender vote could and will bring some comebacks, but at what price?
you have to spend time on useless round, many would disconnect

its simple to calculate players diff, 2, 4, or 32 players
It has been a problem for awhile now that people disconnect instead of casting a surrender vote, even when the option is available. This is most likely due to language barriers.
Or they never cast a surrender vote, as it's hard to get a game in anymore on ND.
Over the past couple years, I haven't seen very many people leaving for this reason.
The logic of how team balancer works has it's flaws with low player counts.
You could have someone like yourself rated 150 then anther person who is only 20. It could very easily go 5 rookies vs 2 expereinced veterans, and the two players could end up winning. The team balancer is not smart when it comes to weighting players like this.
Also, the ingame bots are messing up the numbers when counting players. Not just physically but also when trying to restrict which team someone can join, with them operational.
1) remove timeout for rtv vote
2) remove timeout for surrender vote
3) enable moderation of balancer status, so moderators could switch it on
4) stop using bots to fake populate server

How the server is seeded most likely won't change though. Nuclear Dawn needs all the population it can get. It's a small community, so greater extremes are used for more people.
- RTV was reduced from 51% to 40% making it easier pass the vote.
- Surrender vote delay (timeout) was reduced from 8 to 6 minutes.
- Commanders get 2 surrender votes making it easier to pass.
- Team shuffle at round start runs sonner with 6 instead of 8 players.
- Team balancer keeps teams partially even now with 3-8 players.
Your suggestions/feedback was considered when making these changes.
