I can only think that the files went into the wrong folder. They should go into the Darkest Hour folder in the corresponding sub folder such as Animations, Maps, Textures, Static Meshes and so on. Just check in each of your Darkest Hour Animations, Maps, Textures, Static Meshes subfolders that there are indeed files in there with the prefix DH_RP_filename. If they are not there, then that is why you are still needing to download the files.
Also some of the newer maps, only 2 or 3 are not yet in the download pack as I am waiting for error reports before finalising them and putting them in the players install pack.
But in theory once you have downloaded them from the server once and they are in your game cache you should not need to download them again for at least 30 days.
The players install pack will also work if you install it in your RO folder however the only thing that will not be there are the DH maps as they would have gone into the RO maps folder where DH does not look when it runs. I am guessing that you have installed the Player Install Pack into RO, which still does work, except for the maps. So another thing your could try is to look in your RO Maps folder and see if there are any DH_RP prefixed maps in there. If they are there simply cut them out and paste them into your DH Maps folder and that should fix the problem.
