Rules (currently under construction and open to discussion)

Game Hosts: ŊЏ | Ðeagle, Lemieux

Game hosts will adjudicate in cases of disagreement. In cases in which a host is involved in the dispute, the other host will make judgement. In cases in which this is not possible, impartiality and fairness will be applied and will be confirmed by second opinion.

Warfare

In player wars;

1.1 - You cannot request a positive peace deal without fulfilling the war goal. This applies to defenders also. The war goal must be demanded in the final peace deal.

1.2 - With respect to the above, with an incomplete war goal, a white peace is the only choice.

1.3 - You cannot demand more than your current war score in a peace deal unless agreed by the defender due to war exhaustion or other factors. If a player surrenders at 100% war score you must accept. In no circumstances must the peace deal be greater than 100%.

1.4 - You cannot peace out separately in player-player wars in circumstances which clearly circumvent the war score limit – use a separate war.

1.5 - If a player surrenders in a war, all parties involved must communicate a peace deal with the game paused. The victorious party may claim up to the greater of their current war score or 50%, and must satisfy all other rules. A player may not surrender prematurely to avoid a 100% war score. This will be judged case by case.

1.6 - A secondary combatant (i.e not the war leader) may only request in a peace deal a territory or state of the defender player nation if it is of their primary culture or they have a claim or core. This does not apply to colonies, trade companies, vassals, personal unions or for territories which are not connected to the capital of either nation by land.

1.7 - A great power, irrespective of rank, cannot call human allies into an offensive war if the total development of the offensive nations exceeds the resultant total development of the defender and his war allies. This rule will be waived in certain circumstances where the alliance is necessary and the development does not reflect the power balance. For example, naval wars against the UK. This will be decided by one of the game hosts with impartiality and fairness.

1.8 - A great power cannot call another great power into an offensive war with a player of lesser power unless in the case of the below.

1.9 - Offensive allies in wars against lesser or equal powers may only be called in as a response (and a means to regain balance) to a defender gaining a new war ally, in either the same war, or a blatant mutual war.

1.10 - No condottieris between player nations – join as a war ally.

1.11 - No declaring a war on absent players who were unable to find a sub. You may defend your allies against the AIs actions but it is forbidden to take anything other than a white peace.

Alliances and Diplomacy

2.1 - No massive block alliances - alliances should be kept dynamic at all times to ensure a good experience for everyone.

2.2 - No hidden alliances - do it publicly and in the game.

2.3 - If another player has a PU over you, follow his order or declare an independence war - unless your liberty desire is higher than 50%.

Gameflow

3.1 - Game speed will usually be 2x, but can be increased up to 5x if all players agree (preferred speed of 3x in peace times)

3.2 - No pausing, except if someone is away from keyboard, for peace deals or other emergencies

3.3 - If you can not play one or several sessions, please let us know in advance and if possible, try to ask one of your friends to play for you. We will be giving it our best to find someone to sub for you, but if we can not find someone the game will go on anyways if not too many players are missing (Notice: If you know already in the session that you can not come next time, please press ESC and modify the AI settings according to your needs (!!!) in case AI takes over)

Soft Rules

- Territorial gains from other players are discouraged, unless for reaons such as: missions, strategic gains, cores, culture, religion and victory cards

- Limited wars instead of global wars are encouraged

- Try to keep alliances limited to nations with genuine mutual interests, and not "oh they have a big army they will keep me safe or allow me to expand".

- Roleplay, at least a bit: Do remember that you are the ruler of your nation. Try to act accordingly. Do not ally or mercy someone just because they are your friend. Learn to accept losing: It is the nature of Empires to rise and fall. If your nation gets severly ruined, you can always repick your nation (Picked idea groups can be adapted in the save file)

- Please don't troll too hard with your subject, province, king names: Prefer sane names that suit your nation please x)

The start date is most likely going to be the 16h February at 4pm CET/UTC+1, we'll discuss further details about when we meet in the session with everyone present

Damnit!! My nations!! :D I don't know how many we'll be but I don't really mind about which nations are picked, even though it's most interesting when most people play in Europe/major nations.

:D I don't mind nations being played worlwide but it might get kind of boring since all the fun will probs be going down in Europe

I'll be going for England I guess unless someone else wants to (tho would also love Brandenburg I guess :P)

Forgive the long post, I'm getting excited about an EU4 MP campaign again :3

Just a couple of points regarding rules since we have some newer players and some experienced players. Can we all discuss and agree what would be best for an enjoyable campaign for all? Some we could implement as hard rules, and others as soft rules or gentlemen's agreements.

War/Peace

1. I was thinking we should discourage territorial gains from other players unless there is a genuine reason for taking them. Such as missions, strategic gains (such as taking a mountain territory on the border or a trade port), cores, culture or religion. In these cases, we should limit what we take and not take 100% war score every time simply because we can.

2. In the spirit of the above, we should outright ban peace deals which take more war score than the victor actually has.

3. We should perhaps discourage (not ban) offensive wars for reasons other than the above, however, allow for hard peace deals when a defensive war is won. It would not be a fun campaign for us all if we see a Germanic nation start eating chunks out of France, or see France start eating chunks out of Castile, or Ottomans eating chunks out of Austria etc.

4. Remember global/world wars only existing since the late 18th/early 19th century and in the spirit of this we should also encourage limited wars, such as colonial wars, trade wars, or wars where the interest is out with the home territories of both countries. For example, we should allow France and England to fight over Canada without turning it into a total war or world war, so long as the peace deal is limited to colonial possessions or trade power, reparations etc. In these cases, we should allow 2 nations to fight one another without all jumping in, unless the strength is absolutely needed. For example, Netherlands joining France to fight a trade war against England.

Alliances/Diplomacy

5. Similar to what I've said in 1 (and what you have said Marco), I think alliances should be limited to nations with genuine mutual interests, and not "oh they have a big army they will keep me safe or allow me to expand". For example, there is little genuine reason for Ottomans to ally with Russia, unless for example we see a very powerful Germanic state who can threaten both. In all other cases, a Russo-Turkish alliance would make the game very boring and would allow both nations to expand unopposed (Yay for me and the Slavs, not so yay for everyone else).

6. We should ban hidden alliances. If two nations want to ally, we should do it publicly. Subterfuge is good and all, and part of the game, but we don’t want to see France declaring war on Britain only to see Austria join after the DoW because of a secret pact.

Game flow

7. Definitely a default of 2 speed and ban pausing unless absolutely necessary. Pausing should only be done by the host for genuine reasons. I don’t think 5 speed will ever work and will cause players to lag and fall behind in date. I’d rather see a consistent 2 speed game without pausing than 4 or 5 speed with people pausing on pop ups.

8. I don't want to tell you when to piss, but I think we should tell people when to piss. We need to have regular breaks. I can go long without breaks myself, so I'll not suggest a frequency, but if we don't organise it there will be frequent pausing.

9. Ledger should not be locked, it’s important for managing your own nation and it’s fair if we can all see it anyway.

10. Save by host only, we don’t want people loading into single player as other nations to spy.

Thugtrain will partitipate too. I have two more friends who would like to join. Both are players with over 1k hours, MP experience and old RUSE buddies. I gave them an invite... (Karlmarx and Ayos). Is that okay?
