Report a translation problem
They used mocap in the video. Mocap doesn't look like that, it looks like Professional equipment. Also, notice how some of the lines scout uses are not even in-game. There's also the soundtrack, unless the guy is an Super Sound Engineer or has access to the original file, it makes it look like it's official scrapped stuff. And last, you see the truck at the start? That was on Meet The Medic. Although some SFM props were leaked, the truck wasn't one, so it's probably Valve made. (Not trying to be Hostile, btw, just showing the facts.)
If it was done by Valve, it would have been voice acted professionally, not lines cut from in-game. Plus it does not look as polished as Valve would make it, they don't give half-effort on these sort of things.
Well as it says in the first post, this looks like it's an incomplete/scrapped one made by Valve. Some of the sounds and stuff are most likely place-holder sounds.
You might also note that for the Saxxy Trailer they only used lines from the game so they might not have ordered new lines for this trailer as well.
