La raison est simple, c'est pour évité de gâcher des sessions qui sont jouer sérieusement

You can not join the suicidal servers if you do not have the lvl15
You can not join the hoe servers if you do not have the lvl20

The reason is simple, this is for to avoid spoiling sessions that are playing seriously
