-RULES-

1. The terms of office for the Director of the Upper House are as follows:
Every 6 days the Director's office will transfer over to whomever the Upper House votes into power. Members may not be elected as Director in consecutive terms.

2. The terms of office for the Speaker of the Lower House are as follows:
Every 6 days the Speaker's office will transfer over to whomever the Lower House votes into power.

3. In the case of a tie in the vote of the Upper House, the Lower House must vote for the tipping vote.

4. Spheres of Nations may hold member status but are not allowed to partake in the vote or discussion unless specified to.

5. Only European Nations may join the European Brotherhood of Nations.

6. Great Powers are allowed on the Upper House, Secondary Powers may join the Lower House.

7. If any power, Great or Secondary, is Biased, they may not vote, but may observe the vote.
