The rules were revised to allow wardens to announce that all Ts on mic are now considered rebel to obtain order. sv_deadtalk was also enabled so a NO GHOSTING rule was added as well. Please make sure to stay up to date with the current rules. Thank you!

I also added the report to forums plugin.
