LEARNERS
You can now join as a learner instead of a player if you never played it, but watch Fallout Players on youtube or watch family or friends played it and you liked it.

A quick question
I only have a couple minutes on fallout 3 because i have FOSE (fallout script extender) is it ok if i join?

Yes, you can join as a Learner, until you have the required amount to be a player.
