I am from India I used to have this problem, then I changed my cloud location in steam to england and now the lobby is no longer deserted. If the port forwarding thing doesn't work for you please try what I suggested. Thanks :)

as someone earlier advised on the forum, in steam go to "steam, settings, Download+cloud, UK" and see if this helps. I had mine set to Sweden and wasnt getting anything. i switched to UK and have been playing with people all day. Also i didnt know, but when you go to multiplayer then custom race then find session you will have lots of different lobbys to choose from. i was going to quick session at first and was only racing against 3-4 people. in custom race i just finished a 16/16 race that was pretty fun. hope this helps a little
