Additions:
Resource tooltips (on the top bar) now show what's producing and consuming each resource in the previous turn. Added to answer the question "why can't I save up any X?"

Changes:
Split the Build Module capability into "Shipyard" (build new ships) and "Upgrade Ship" (add modules to ships). To upgrade a ship, select the colony, click the upgrade button then select the ship to be upgraded.

(Attempted) Bug Fixes:
Prevented hover text being show for unknown planets.
