We don't penalize users for begging in steam messages considering you're not being paid to be a steam chat moderator. Having issues with the person in chat is another saying

Furthermore, if you "threaten" users to ban them especially if they're bugging you on steam, then you should mature up and know that there's a simple block communications button on steam. Don't try and threaten users on steam messages correlating to the site if they're not bothering you IN CHAT specifically.
