I.
-Every white citizen of the Boer Republic has equal rights within the Republic.
-Every white citizen of the Boer Republic has the right to bear arms.
-Every white citizen of the Boer Republic has the right to a fair trial with a jury composed of his peers.
-Every white citizen of the Boer Republic of the age of sixteen and above, has the right to vote.
-Every white citizen of the Boer Republic cannot be arrested or his house raided without the proper warrant.
-Every citizen of the Boer Republic does not have the right to worship in his own fashion without fear of persecution.
-Every white citizen of the Boer Republic will not be forced to work more than fifty hours a week, eight hours a day, five days a week with a minimum wage of 12 Boer gulden.
-White immigrants may become naturalized citizens after a residence of 6 years, and coloured immigrants after a residence of 20 years.

II.
-A declaration of war cannot be made without the consent of the President and 80% of the Parliament (Volksraad).
-Every male citizen of the Boer Republic between the ages of eighteen and fifty-five, are liable to be called upon for military service.
-Every male citizen of the Boer Republic between the ages of sixteen and sixty must spend one week of each year, training in the local barracks.
-Peace may only be made by the President, with the consent of 80% of the Parliament.
-Alliances can only be made by the President, with 70% of the Parliament, and can also be broken by the Parliament by a vote of 90%.
-Trade routes may be established by the President and 51% of the Parliament.

1849, June 27th

After a long debate that had been going on for four months, the presidents of all Boer republics had finally reached an agreement, in which all Boer republics shall become one. His Excellency, the President of Oranje-Vrijstaat, Guequierre, stated the following "For the good of the Boer people and republics, we have decided to look away from our differences and unite, so that 'we' too may arise and become a super power, like France and Great Britain. So that we also may have a say in this world and that we may also decide instead of be decided for." which was followed by the aplause of both the other presidents standing behind him and the people who he was addressing.
