Hello! Some questions regarding texturing
In HellJumper's 2.5 Modelling Tutorial, at the 32 minute mark he drags across the screen, and everything gets colored orange. I don't know how to replicate that on either Paint.net, or GIMP. Any help is much appreciated.

gimp simply use the selection tool and highlight on what you want to paint, then select a color and use the bucket tool to fill that area.

I'm fully aware of that. Problem is, it doesn't color everything like at the timestamp in the video I'm talking about.

well if your in gimp make sure that you ao is on the bottom and your uv is on the top think of it like a sandwich. Also makesure you export the image in gimp first before trying to reload in blender. Cntrl E to export , or go to file and then export.
