If I can potentially stop at least one person from being scammed by this spineless parasite, then it's a $26 USD lesson that I'm willing to take.

On July 21, I contacted Vorb, a Steam Artwork/Profile Designer to require about his paid services. I was looking to buy a custom artwork & workshop showcase from him. Before sending him payment I gave a detailed description of how I wanted my artwork to look. After he agreed, I sent him $26 USD(2 separate payments) as payment for his service. Once he had received the payment hew told me he would need 3 days to complete my order.
After 3 days had passed I contacted Vorb, asking about the progress of my order. He told me that he had been too busy to complete my order & that he would need more time, so I did just that, gave him time.

After a week or two of waiting I decided to contact him & ask about the progress he had made on my artwork. My attempts to contact him failed as he never replied, even though he was online on his phone. I found out via a message he left on his profile that his PC had broke & that he was getting it fixed. After some time he messaged me explaining why he never replied & said his PC had indeed been broken. He then ensured me that my artwork would be completed soon.

5 days ago he sent me a link to part of my order, my workshop showcase gifs. These are incomplete as they are not what I detailed to him before sending him payment. I told him this in a message & reminded him how I wanted it. This message went unanswered, like most of the messages I sent him. This was the last time that I heard from him. Every message that I sent him after this went unanswered.

Fast forward to today, the 29th of August. After sending him a message asking him about my artwork, he deleted me & blocked me. So that leaves me with 4 incomplete workshop showcase gifs, no artwork & $26 USD out of pocket.
