In origin only rats was the heist that you can use for that achievement.

@Sethoria: In my experience I've never got the garage escape in other heists (jewelry and bank got caffe, park and street but no garage), and watchdogs hasn't any escape at all so you can't use that heist
Now maybe nightclub can done it (as Vladimir said, but I can't confirm with my experience).

Anyway, you make 7 bags when you only 'need' 3 (so why would anyone do that?). So you bring the 7 bags to the trade, but you steal your payment, drugs, and the intel. (Why would you do that?)

There is an achievement where you need to complete garage escape with 8 bags. So the only heist that can accomplish it is Rats with garage escape between day 2 and 3

For make it you need the 7 bags of drugs at day 1 and at least a bag of money from day 2 (so you need to take back also drug bags), and be lucky to trigger the garage escape
