this is as old as the game itself. It can be cut just because they used same model for those fences as they use on Framing Frame d3. They just didnt care about deleting the interaction part of those objects.
And the finished part of the map are just decorations. They have those rooms on almost every map, and sometimes they put much more effort into creating those rooms than in the playable parts of the level itself. Just cause.

so they can make a finished room, but they can't fix a fence? i just find it strange that it's right next to the blinky lights.
