Emblem / title data is stored in your stats file, your stats file is saved to the players folder in your game folder. The only reason your title and emblem choice isn't saving would be because the game can't save your stats because it doesn't have perms to do so.
Is your MW2 game folder by chance in program files folder?

my mw2 game folder is on the desktop... idk why its not saving, i have an old japanesse version aswell and on this i can change everything

Why do you have a game files on your desktop? That isn't a suitable location.
May I suggest moving it to a more suitable location e.g. C:/Games/Iw4x

idk its the only game i have on the desktop, all others are on my harddrive
