The State of Saxony.

Federick Augustus III of the Electorate of Saxony during his reign has brought much needed order and efficiency to his country's finances and administration in the many years that have passed since his ascension. He has thus far been mostly neutral in foreign policy except for assisting Austria in the coalition against Revolutionary France only to be defeated in 1796 which has kept Saxony at peace since then. Additionally, in 1791, he was offered the polish crown, something he declined due to believing that his ascension would merely do more damage to the Polish state that stopped existing in 1795, something he much regrets as the re-creation of the Polish state has very much been a goal for Frederick Augustus III since then, although hopefully it shall be through diplomatic means. The Saxon monarch now has many decisions to make with the sudden rise of Revolutionary France and it's many victories against the Austrian nation and other powerful states.

Saxony also has chosen to generally ignore the recent request that Prussia made considering "volunteers" for an army.
