Looks like the owner count for games isn't updating properly and I'm guessing that's why some games are stuck at 0.1 value for every achievement. I've noticed it on a few games.

As an example, Mini Motorways lists 11 owners but shows 562 achievers for the most trivial of its achievements. It also has nearly 8000 reviews on the steam page suggesting a modest player count.
