INTRODUCTION


Civil Protection is a paramilitary section of Overwatch and in turn the Universal Union that is entrusted to sustain stability and behavioral patterns as dictated by them throughout the multifarious urban hubs, or cities, they have orchestrated past the initial invasion and amidst their current global occupation.

RANK-STRUCTURE


Each officer within the Civil Protection is categorized by rank, ranging from a numerical identifier of 00 to 100, 100 being Rank Leader, they ascend up in 25 points by each rank and are only differentiated by the officer's veterancy, efficiency and the equipment at their disposal, emphasizing the 'pseudo' in pseudo ranking system, and while the ranks differentiate units only by the points mentioned above, to Dispatch the ranking system displays the trust an officer is entitled to, and often than not, unless contradicted by solid evidence, Dispatch will prefer a higher ranked officer's statement over his lower ranked colleagues.



While higher ranking officers, excluding Rank Leaders and assigned Protection Team leaders, hold no authority over their peers it is advised that lower ranking officers adhere to the orders or requests given to them by their superiors as they have more extensive experience and understanding of the Civil Protection's inner workings alongside heightened situational awareness.



00 Rank Points | Preliminary

The initiation rank into Civil Protection, equipped with nothing but the standard Civil Protection regalia alongside the iconic stunstick, officers of this rank prefer to confine themselves in more socio-stable locations as to not risk exposing themselves to situations which they are, currently, ill equipped to handle.

Restricted from engaging in any activity requiring TAG equipment these officers are usually entrusted with assignments in stabilized areas or support in the means of restricting access to locations and being attached to higher ranking officers during standard patrol routes or activities.



25 Rank Points | 15 Sterilized Credits

The rank above the preliminary one, these officers have accumulated an almost marginal amount of experience albeit enough to differentiate them from their recruit counterpart.

Now entrusted with a standard issue Heckler & Koch USP-Match aswell as the Heckler & Koch MP7 when the situation requires it, they are permitted to engage in TAG required activities as well as use their firearms at their discretion, albeit while still adhering to the behavioral protocol.

Moreover these officers are now entitled to use the plethora of rewards available to Civil Protection officers in exchange for Sterilized Credits.



50 Rank Points | 25 Sterilized Credits

The middle rank, these officers, now the standard rank within the Civil Protection, are entrusted with extended leeway as well as an enlarged equipment selection, and an arsenal of non lethal grenades as well as grapple gear.

Alongside the aforementioned the unit by this point, due to extended exposure to Civil Protection rations, has developed a considerable physique and is now further able to handle situations of a more brutal and physical nature.

To further cope with their duties and to solidify the officer within the ranks they are required to undergo a memory replacement procedure where their subconscious is subjected to a plethora of Universal Union propaganda, causing their loyalty to the system to sky rocket.

75 Rank Points | 30 Sterilized Credits

The highest ranking officer, excluding the obvious Rank Leader, these officers have reached, presumably, peak efficiency out of the standard ranked units and while being offered even more leeway and equipment than their previous counterparts these officers are expected to execute their objective flawlessly, causing the aforementioned to express itself as a 'double edged sword', with their physical and mental abilities perfectly honed to a fine edge.

Entrusted with an even more extensive arsenal of weaponry and equipment, they are also issued fragmentation grenades for use if the situation requires it.

In conjunction to them receiving the aforementioned equipment their old equipment is far from obsolete, now experienced, these units, while self taught, have reached a sufficient understanding of the firearms at their disposal, allowing them to operate more effectively than their lower ranking colleagues.

Officers of this rank are now applicable for Rank Leader status and are more likely to be given charge of protection teams and assignments.

Furthermore, these officers, borderline desensitized, undergo further memory replacements to allow them to operate fully and deepen their loyalty to the Union beyond that of a standard ranking officer.



Rank Leader | 50 Sterilized Credits

The highest ranking officer out of the entire Civil Protection force and presumably the best it has to offer, entrusted to lead their fellow officers in Protection Teams, assignments, sweeps or anything else issued by Dispatch, albeit these officers are also entrusted to execute certain sweeps and activities without Dispatch's authorization.

These units exhibit blind loyalty to the Union and absolute flawless efficiency while performing their roles considering they have been enrolled into the Civil Protection for an extended period of time and usually have a flawless service record.

Subjected to heavy memory replacement to absolutely brainwash them into undying loyalty while being entitled to receive heavier doses of anti-fatigue rations to allow them to function despite the exhausting and intensive nature of the role.

Alongside the aforementioned these Rank Leaders are assigned with overseeing logistics before a specific assignment, distributing assignment specific gear to their fellow officers to allow them to execute it properly.

PROTOCOLS

PROTECTION TEAMS

As Civil Protection officers, your main strength is in numbers and you are expected, or more times than not, obliged to remain assembled in protection team groups, starting with numbers of two Civil Protection Team units and over, the ideal being four or three units per Protection Team.

REVITALIZATION

A procedure in which a unit recharges both their physiological and logistical needs, be it eating, recovering from an injury, or acquiring more ammunition.

DISCRETION

Civil Protection are assigned to uphold sociostability, destabilization through prosecution and brute displays are force are evident and must be reserved for extreme situations,

exemplary: if a suspect is detained and compliant, public pacification might factor into the aforementioned index de-stabilization, ideally the solution would be to escort the subject to an isolated location prior to administering pacification or re-education, ensuring the re-educations and brutality is but an untold rumor.

FUNCTIONARY INTERACTION

Interaction with your fellow functionaries when part of the Civil Protection force, both on and off duty, is encouraged however any interaction beyond the aforementioned that has no benefit for the common goal set by Overwatch or preservation of cohesion is strictly prohibited, this includes but is not limited to: hostility, romantic relationships, violence. Fraternization is acceptable to a limited degree such as personal training, sparring and basic human interaction, however any extreme scenarios or cases that might hinder progression and the given unit's loyalty to the set directive is strictly prohibited.

RADIO COMMUNICATION

An essential part of Civil Protection is radio communication, to offer ease of access, a radio communicator is embedded into the hood of a protection officer's regalia, connected at all times by means of a concealable earpiece, even when the mask is disconnected.

Seeing as the majority, if not all, of the communication in Civil Protection, as well communication with Dispatch, is done through said means of radio relay, it is vital to keep the messages distributed within concise, coherent, and most of all, compliant to the terminology typical of Civil Protection in order to ensure secrecy if an outside source might be listening and a means of communication with everyone comprehending the message.

An example for a faulty relay: "<:: Dispatch be advised an anticitizen is resisting arrest, re-educating ::>".

Proper pronunciation: "<:: Disp, subject is 148, prosecuting ::>".

This, alongside with various other things, is essential and more times than not failure to adhere will result in punishment at Dispatch's discretion.

TERMINOLOGY

As a Civil Protection officer you are required to communicate, both in radio and out of radio using your set list of terminology, be it prosecution codes, verdict codes or simple 'slang' accepted by both officers and comprehended by dispatch.

The aforementioned is to ensure secrecy when conversing about sensitive information around prying ears and eyes, ensuring they can't understand it as well as concising the message.



FAMILY COHESION

One of the primary benefits for continued service is the protection of the officer’s family members - referred to as family cohesion. The status can be maintained and ameliorated through proficient on-duty performance. If you have an exposed weapon on yourself, a passing by civilian may perceive it as an opportunity to try and take hold of your firearm - consequently, overwhelm you with it. Be aloof, suspicious of everyone. Any citizen that attempts to fraternize with you may be in possession of a previously prepared weapon, waiting to catch you off guard. Ergo, units may lose sterilized credits and put their family cohesion at risk as a consequence of their failure to regulate their own personal space, restrict themselves from potential, avoidable danger.



RE-EDUCATION

Re-education, when assigned, is the act of forcefully beating, punishing or mentally scaring an individual to convey a message and to force assimilation and compliance upon them be it means of torture, brutality or threats on their or their families lives.

In order to make sure these re-educations are effective an officer must take the subject to the very extreme while all the while ensuring both them, and the subject, have complete isolation for other citizens to not witness said act and risk fracturing Socio-Stability.



WEAPON MAINTENANCE/USAGE

Gunshots are audible and traverse long distances, harming social harmony in the region of impact with notions of escalating conflict and capital punishment. If someone attempts to evade an assigned sentence, you may retrieve your firearm and expunge them without delay - although, mere incapacitation of the subject is always the preferred option. Due to not being trained in usage of the weapon, the ability to constantly maintain precision on high-speed targets is an unlikely skill to possess: expertise is gained through experience. Aiming at the center of mass is permitted and encouraged.



At some point in your service, you will be assigned a firearm. The weapon: corresponding to your index of progression within the ranking system. The handling of firearms obeys a strictly imposed set of protocols. Your weapon should be concealed at all times during patrol, equipped only when the situation calls for it. As an example - a hazardous demolition workcycle involving the usage of sledgehammers or an unreachable trespasser attempting to escape prosecution upon being detected. In short: every subjective scenario where opening fire is the last resort or where the gains heavily outweigh the loses. If an operator manages to acquire a non-standard weapon from external sources, they may keep it as a trophy – its use, limited to firing ranges.



UNIFORMITY

An important aspect of Civil Protection is utmost anonymity. A team of functionaries should be indistinguishable from one another in every way possible and an unit that exceeds the parameters of uniformity is to be deserviced if irrecoverable. The uniforms are designed to be indiscriminate yet provide comfort and effectiveness at the same time, accompanied with several accouterments to assist Civil Protectors in fulfilling their duties. Communication constitutes organization: contact with Dispatch and Overwatch personnel is maintained by an in-built radio mounted to the helmet of the functionary for ease of access. The default stun-baton is to be expended as a tool of control and suppression, not as an actual weapon – their use comparable to a nightstick. When in danger or a compromising situation – a Civil Operator may feel inclined to employ their weapon which they may freely do so as long as the exercise of the firearm is reasonably justified. Any alterations to the suit are strictly forbidden and if made – the deviant is to be removed from the force.

BEHAVIOR

As a Civil Protection officer, once admitted into the ranks you are expected to uphold and adhere to certain behavioral protocols for a number of reasons: personal safety, anonymity, professionalism and to better emphasize the brutal and oppressive nature of the metropolitan stabilization force.


You are expected to uphold complete and utter anonymity and are prohibited from disclosing any personal details about yourself to anyone from the Civil Populace or displaying said details in any behavioral pattern.

When conversing with citizens you are restricted to discussing only matters of metropolitan stabilization preservation, any chatter beyond that is deemed detrimental and disruptive in the eyes of Dispatch.

When conversing with your fellow officers on duty you are to adhere to the aforementioned points, if possible the conversation must be maintained at a private level between you and your colleagues, and if not, no matters of Civil Protection inner structure may be disclosed and you must maintain a professional and stern apparel.

When operating within stable and controlled locations you are expected to adhere to the already stable nature of the location, prosecutions are expected to be carried out as subtly as possible and completely outside the view of the local populace. This includes any re-educations, pacifications, or amputations, which should all be performed outside the notice of the average citizen unless the situation is dire and requires immediate response.

Don’t be a robocop.

It is incredibly unfun and dumb to see as a citizen when a Metrocop that just finished basic training starts walking around emotionlessly, not reacting to gunfire, murder, etcetera. You are not an Overwatch unit. Get over it. You ARE drugged up with Combine ration “supplements”, and as such are aggressive, sociopathic, and loyal to the UU, but you don’t just ignore being hit.
