Phantom Lancer is a poor pushing when it comes to hitting towers, and Shadow Shaman is a poor pusher when it comes to hitting creeps because of the cooldown on Ether Lightning. Nature's Prophet and Lone Druid, Windranger, and Leshrac are better pushers overall because they can quickly kill the creeps and the tower.
Woah woah. Shadow Shaman is one of the most excellent pushers. You don't necessarily need to kill creeps by yourself to quickly destroy towers, just let the creeps tank the tower blows so that the ward can melt down the tower. Phantom Lancer is considered a good pusher without any doubt. When you said that he lacks in "hitting towers" is a outright lie. Back before Alch and Naga were the two main illusion pushers (Radiance, Octarine, and Manta) PL hold some ground in the competitive scene.
I never said Shadow Shaman was a bad pusher. I said he was bad at taking down creep waves due to his slow attack speed and projectile, and not dealing enoough damage to make up for it with his auto attacks after the Ether Shock. I also never said Phantom Lancer was an overall bad pusher. I said he was bad at taking towers because he can't proc Juxtapose off them, which lowers his DPS a ton. Even if he can just hit it, with all the stat items he built up, it's still slow. You're the one who seems to be lying, claiming I'm calling these heroes bad pushers entirely, when I'm saying other wise, but mentioning they still have some flaws. Also, you don't seem to understand why PL was picked in the competitive scene. He was a solid hero, good fighter, farmer, and a nice pick if your team was hiding strats. Because he's just a generally solid hero who comes online early, but is still lethal lategame. But he's not absurdly good because of how easy he is to counter pick.
